GUIDE FOR UNDERGRADUATE-GRADUATE INTERNATIONAL STUDENT APPLICATION, REGISTRATION, ADMISSION, AND PLACEMENT

PURPOSE, GENERAL INFORMATION, PRINCIPLES, AND RULES
The purpose of these principles is to determine the admission criteria for international students for the 2024-2025 Academic Year.
This guide covers the application process and applicable provisions for candidates who wish to pursue undergraduate or graduate programs at Çanakkale Onsekiz Mart University for the 2024-2025 Academic Year.
This guide will be published on the official website of the University at https://student.comu.edu.tr/ and will not be printed or distributed separately. Decisions made and any necessary changes will be announced on the https://student.comu.edu.tr/ website. Announcements will be considered as notifications to the candidates.
The rules specified in this guide may be subject to change after the publication date of the guide, in accordance with legislation, executive, and judicial bodies, decisions of the Higher Education Council, and decisions of the Senate or Board of Directors, if necessary. The procedure to be followed in such cases will be determined by Çanakkale Onsekiz Mart University.
In cases not specified in the directive and guide, procedures will be carried out according to the decisions of the International Student Commission.
APPLICATION REQUIREMENTS
- Applicants Eligible for Admission Must: a) Be in the final year of high school or have graduated;
- Foreign nationals, provided that they have enrolled before the 2022-2023 academic year in secondary education (high school) institutions in Turkey [excluding foreign nationals enrolled in embassy schools, international private educational institutions listed in the MOBIS system, and those brought to our country within the framework of projects conducted by the Ministry of National Education])
- Be individuals who, having been born Turkish citizens and having renounced Turkish citizenship with the permission of the Ministry of Interior, can provide proof of holding a blue card if they have lost Turkish citizenship (provided they have enrolled before the 2022-2023 academic year in secondary education (high school) institutions in Turkey) (It should be noted that Article 7 of Law No. 5901 on Turkish Citizenship states: "(1) A child born in or out of wedlock to a Turkish citizen mother or father, in Turkey or abroad, is a Turkish citizen." Therefore, candidates applying for admission quotas from abroad may find it beneficial to review the Turkish Citizenship Law.)
- Be individuals who have acquired Turkish citizenship through naturalization after being foreign nationals / dual citizens in this situation (provided they have enrolled before the 2022-2023 academic year in secondary education (high school) institutions in Turkey)
- Be Turkish citizens who have completed their secondary education (high school) entirely in a foreign country other than the TRNC (including those who have completed their secondary education [high school] in Turkish schools opened by the Ministry of Education outside the TRNC)
- Be citizens of the TRNC who reside in the TRNC and have completed their secondary education (high school) in the TRNC, or individuals who have enrolled in colleges and high schools in other countries between 2005-2010 and obtained or will obtain GCE AL exam results.
2. Applicants Not Eligible for Admission:
b) Applicants who:
- Are Turkish citizens and have completed their secondary education (high school) entirely in Turkey or the TRNC;
- Are citizens of the TRNC, except those who have completed their secondary education (high school) in TRNC schools and have GCE AL exam results or those who have enrolled in colleges and high schools in other countries between 2005-2010 and have obtained or will obtain GCE AL exam results;
- Are dual citizens with Turkish citizenship as their first citizenship, as defined in item 2 of subsection (a), except those who meet the conditions in item 4 of subsection (a);
- Are dual citizens with one of their citizenships being TRNC, except those who have completed their secondary education (high school) in TRNC schools and have GCE AL exam results or those who have enrolled in colleges and high schools in other countries between 2005-2010 and have obtained or will obtain GCE AL exam results;
- Are Turkish citizens who have studied in schools within the embassies in Turkey or foreign schools in Turkey, or dual citizens with Turkish citizenship as their first citizenship, as defined in item 2 of subsection (a);
- Are citizens of the TRNC who will enroll in secondary education institutions in Turkey as of the 2022-2023 academic year and those who have renounced Turkish citizenship/blue card holders along with foreign nationals (excluding foreign nationals brought to our country within the framework of projects conducted by the Ministry of National Education, embassy schools, and international private educational institutions listed in the MOBIS system);
- Have been found to engage in irregular activities in exams conducted by OSYM or other universities in previous years;
- Individuals who have engaged in activities against the Republic of Turkey or have had their Turkish citizenship revoked as a sanction will not be accepted.
For applicants applying for admission quotas from abroad, who are dual citizens with one being Turkish citizenship, or Turkish citizens, if their entire high school education is completed in foreign schools (excluding TRNC schools):
- Applications of candidates who have received diplomas from a foreign high school through distance education without being physically present abroad will not be accepted within the framework of admission quotas from abroad.
- Applications of candidates with diplomas obtained from a foreign high school through formal education, where the duration spent in the respective country does not support the completion of high school education through formal means, will not be processed within the framework of admission quotas from abroad. Even if registrations have been made, the established process will be canceled, and the registrations of the individuals concerned will be deleted.

After placement, any remaining quotas may be open for re-application. The face-to-face registration dates denote the deadline for submitting original documents. Prior to this date, candidates who will take the TÖMER-Foreign Language exemption exam or those exempt from these exams must follow the academic calendar of the department to which they are enrolled.
ENTRANCE SCORES
- Each candidate's TR-YÖS exam score / diploma grade (High School and equivalent schools) will be converted to a score out of 100. Based on this score, candidates with a minimum diploma grade of 50 and a TR-YÖS score of 250 will be considered for application.

5-Invitations are sent to candidates applying to the Faculty of Fine Arts who will be subject to a special talent examination. The evaluation of applications to the educational units that admit students through the special talent examination is conducted according to the criteria outlined in the special talent examination guidelines. Successful candidates in the special talent examination will undergo the final registration process.
6-For programs admitting students through the Foreign Language Examination; the evaluation of applications to our educational units admitting students through the foreign language examination is conducted according to the criteria outlined in the foreign language examination guidelines. The examination date and requirements for undergraduate programs admitting students through the foreign language examination are announced on the relevant department's website.

QUOTAS
- Quotas for our Medical and Dentistry programs accepting international students are determined for each academic year, not exceeding 50% of the quotas of the programs listed in the Higher Education Programs and Quotas Guide, and are announced in the relevant guidebook after being decided by the Higher Education Board along with other quotas. Quotas will become valid after the approval of the Higher Education Board. (Table.1)
- Quotas may be allocated according to country/countries for the admission of students from abroad. Quotas allocated for each country/countries are determined and included in the student admission announcement. In case there are no applications or the quotas are not filled for the countries/programs, the unfilled and/or unapplied quotas may be transferred to other programs and/or country quotas (except for the Faculty of Medicine and Dentistry) or country quotas may be removed. In order to ensure equal distribution of quotas allocated for international student admissions to associate and undergraduate programs among countries, the distribution among countries of candidates with the highest Secondary Education (High School) Diploma Grade/TR-YÖS Exam result may be made.
- According to the Turkish Citizenship Law, candidates who, by birth, were Turkish citizens but lost their Turkish citizenship by obtaining permission to renounce Turkish citizenship from the Ministry of Interior, candidates who can prove that they hold a blue card given to those who lost Turkish citizenship upon their request, and candidates who completed the last three years of their secondary education (high school) in a foreign country excluding the TRNC, or completed their high school education entirely in foreign schools (excluding TRNC schools) and have dual citizenship with one being Turkish citizenship, are subject to a quota limit of 10% in the international student admission quotas for the fields of Education, Medicine, and Dentistry.
- In the calculation of the 10% quota limit for Medicine, Dentistry, and Education program quotas, if the fraction after the fifth quota is less than 5, it is rounded down to the nearest integer, and if it is 5 or above, it is rounded up to the nearest integer.
- If quotas are not filled, applications will be reopened. Applications for vacant quotas will be made through the application calendar at https://student.comu.edu.tr/.
APPLICATION AND PREFERENCE PROCEDURES
- There is no fee for application.
- Applications are made online via the UBYS-University Information System, through the link announced on the ÇOMÜ-International Student Office's page, between the dates of June 10, 2024 (08:00 GMT+3) and June 28, 2024 (17:00 GMT+3) as indicated in the Application Calendar.
- Students will fill in the required information and upload the documents to the system. Preferences will be considered valid after the documents uploaded to the application system are checked online. Incomplete or incorrect information and documents will invalidate the application.
- Identity and passport numbers are the basis for applications. The candidate must enter the identity information from their passport without making any changes or abbreviations.
- An electronically transferred passport-size photograph of the candidate must be added to the relevant field on the form. This photograph should have been taken within the last six months to ensure easy recognition of the candidate, as it will appear on the record and student identity card.
- A document showing the TR-YÖS Exam Result/High School Graduation Grade must be uploaded.
- Each candidate has the right to make a maximum of 5 (five) different preferences. In case of detection of multiple applications by the same candidate, preference procedures will be canceled, and their registrations will be deleted.
- Male candidates do not have the right to choose the Midwifery Department.
- Students enrolling in the Underwater Technology Program must meet the legal conditions specified in the Professional Divers Regulation published by the Ministry of Transportation and Infrastructure regarding Competency Training Standards and Health Rules.
- Students enrolled in the International Relations Program at the Faculty of Economics and Administrative Sciences in Biga will undertake their Mandatory Foreign Language Preparation education at the Foreign Languages School on the Central Terzioglu Campus of Çanakkale Onsekiz Mart University.
- The average grade converted to a scale of 100 for each candidate is calculated according to the conversion table in our University's system (Applicants can convert their graduation grades to the 100-point system from the schools they graduated from or specify their grade in the 100-point scale and upload the conversion table to the system).
- The TR-YÖS Exam is valid for 2 (two) years from the date of the exam.
- In the future, vacancies in the Medicine and Dentistry programs will be filled only with the TR-YÖS exam result. If there are vacant positions, applications with high school diploma grades will be accepted.
- Applications and placement processes of candidates found to have any missing or incorrect information in their application documents are deemed invalid in accordance with the 'Çanakkale Onsekiz Mart University International Student Application and Registration Directive
EVALUATION OF APPLICATIONS AND ELIGIBILITY FOR REGISTRATION
- The evaluation of applications and the placement of candidates are carried out by Çanakkale Onsekiz Mart University. Çanakkale Onsekiz Mart University is free to fill or not fill its quotas. For the placement in our university's international student quotas, candidates of TRNC nationality who will apply with their Secondary Education (High School) Diploma Grade will make their preferences based on their diploma grade, while other candidates will make their preferences based on their TR-YÖS score/diploma grade.
- If a candidate is placed in one of their preferences as a primary choice, their other preferences will not be considered. Candidates who are not placed after the initial application will be able to apply to subsequently announced quotas.
- Placed candidates will be able to learn their results from the application link on the dates specified in the calendar. Candidates who are not placed in any program will not be notified individually. Announcements on the ÇOMÜ-International Student Office webpage are considered notification to the candidates.
- In the placement of candidates, the candidate's placement score and preference order are taken into account. In case of equality between both scores, priority is given to the candidate with the younger birth date.
- A candidate who qualifies for registration from the main list for any department based on the score obtained cannot be included in the main or reserve list of another department, even if they are among their preferences.
- Candidates who qualify to register by being placed within the quota of the department they applied for will register for the specified dates in the department they have been accepted to. Candidates who pay the tuition fee contribute and register in person with the original documents at the announced date and place. Tuition fees will not be refunded to candidates who fail to register within the specified period, are found not to meet the application conditions, or have errors or omissions in their documents.
- Placement results are announced electronically. Accepted candidates can obtain their acceptance letters through the application pages.
7- Students who qualify for registration will be required to pay the contribution fees and tuition fees for the fall semester during registration. In the event that the "Decision on the Determination of Contribution Fees and Tuition Fees to be Collected as Student Contribution for Current Service Costs in Higher Education Institutions for the Year 2024-2025" is published on or after the registration dates or after registration, the fall semester contribution fees/tuition fees specified in the table determined by our University in accordance with the Decision published in the Official Gazette for the previous year will be collected. Differences arising from changes made by competent authorities in the Decision to be announced or due to contribution fee/tuition fee amounts determined by our University will be collected with the contribution fee/tuition fee in the following Spring Semester.
8- Applications/placement procedures of candidates with any missing or incorrect information in their application documents or incomplete signatures are considered invalid.
9- Candidates who qualify to take the Special Talent Examination will be sent an invitation letter to participate in the examination, and the final registrations of candidates who succeed in the examination will be made. If a candidate participates in the General Aptitude Examination and qualifies for registration, they will make the contribution fee payment.
DEFINITIVE REGISTRATION DOCUMENTS
Candidates must personally apply for registration. However, any possible changes will be announced on the http://student.comu.edu.tr website. Unauthenticated copies or photocopies of the required documents will not be accepted for registration. If there are any deficiencies in the documents, definitive registration will not be completed. Candidates must declare the originals or authenticated copies of the documents uploaded through the online application screen during registration.
- The original high school diploma and, if in a foreign language, the authenticated Turkish translation of the high school diploma. (Apostilled)
- "Equivalency Certificate" showing that the candidates' high school diplomas are equivalent to diplomas obtained from Turkish high schools, to be obtained from the Ministry of National Education of the Republic of Turkey or the Turkish Embassy in their country.
- The original transcript of grades and the Turkish translation, authenticated by the Turkish Embassy or Consulate in their country, showing the grades in all classes taken during high school.
- The original passport and a notarized photocopy translated into Turkish. (Candidates whose visa exemption period has ended will not be registered based on their legal residence in Turkey or the date of entry into Turkey. Visa exemptions vary for each country; candidates can inquire about the duration applicable to their country from consulates, the internet, or the Provincial Directorate of Migration.)
- Bank receipt showing the payment of the Contribution Fee/Tuition Fee to the relevant bank. (Candidates will be able to pay the contribution fee in person on the registration dates) Rectorate Foreign National Tuition Fee Account No: 2294 17000-5006 (IBAN: TR830001002294000170005006)
- TÖMER Certificate; candidates who cannot present a TÖMER certificate at the C1 level are required to take the Turkish proficiency exam conducted by our University's Turkish Teaching Application and Research Center. Once the registration process is completed, the student contacts ÇOMÜ-TÖMER.
- Certified copy of the Residence Permit obtained for educational purposes and Foreign National Identification Number. (The requested documents must be submitted to the International Student Office within 1 (one) month from the registration date).
- 6 recent photographs sized 4.5 cm x 6 cm, taken within the last six months, easily identifying the candidate.
- Photocopy of the original Blue Card for Blue Card holders.
- Copy of the Identity Card with Civil Registry for Dual Citizenship Students. (The document must contain a statement indicating the date of acquisition of the second citizenship.)
- Document demonstrating that the incoming student has sufficient income to sustain their higher education in our country at a level that can ensure their livelihood.
- Consent form and its Turkish translation for candidates under the age of 18. The document must explicitly state the ability to obtain education and residence permits and must be apostilled.
(1) Except for provisions in special laws, the following points are observed regarding matters related to foreign children:
a) In cases of joint custody, the consent of both parents is required. If one of the spouses and the child are in different countries, the consent of the other spouse is requested from the parent applying for the child.
b) The parent who proves to have custody can proceed with the procedures alone.
c) In cases where the legal guardian and the child are in different countries, the person entrusted with the care of the child is granted the right to carry out procedures concerning the child, provided that the legal guardian's consent given before the competent authority and the commitment of the accompanying person to undertake the care of the child are available. If the applicant is under 18 years of age, they must submit copies of the birth certificate, consent form, death certificate of the parent if applicable, and the original court decision alongside photocopies. (The applicant's documents from their country or consulate must be apostilled in Turkish.)
In this context;
1- Married individuals who will come to our country with only one of their parents should obtain consent from the parent who will stay in their country (with a notation indicating approval for obtaining a residence permit if they exceed the visa/visa exemption period).
2- In case one of the parents is deceased, bringing the death certificate is required.
3- If one of the parents cannot be reached or they are divorced, bringing a document conforming to the approval procedure or a declaration of absence indicating that all custody rights regarding the child are with the other parent is necessary.

- Original GCE A Level exam result certificate for candidates who have completed all of their secondary education in the TRNC.
- For dual citizens with one nationality being Turkish, who have completed their education abroad (formal education), or for Turkish citizens, an entry-exit document for foreign travel.
- Proof of Means of Livelihood (Documentation demonstrating that the applicant will finance their education independently is required).
- TR-YÖS Result Certificateo extramarital relationships.
TURKISH LANGUAGE PROFICIENCY
- The commencement of studies for enrolled students is determined based on the results of the Turkish proficiency assessment administered by the Turkish Language Teaching Research and Application Center Directorate after registration. It is mandatory for every enrolled candidate to take this exam (excluding those who hold a Turkish Proficiency Certificate at the C1 level from Yunus Emre Institute, Çanakkale Onsekiz Mart University TÖMER, and those who have completed their entire high school education in Turkey). Every candidate who achieves success at the C1 level in the Turkish Proficiency Exam administered by TÖMER begins their education in their respective department.
- Procedures for providing Turkish language education to those who have not succeeded in the Turkish exam or do not meet exemption criteria are conducted by our University's TÖMER Directorate. Candidates who successfully pass the Turkish Proficiency Exam at the C1 level on designated dates begin their education in their own departments.
- Turkish language proficiency requirements also apply to candidates admitted to programs taught partially or entirely in a foreign language.
- The validity period of the Turkish Proficiency certificate is 3 years
